Q. What are the
definitions for Service Types 1, 2, 3, and 4?
A. Following
is a sample record from a Localizer file:

The "1" in byte 23 (the
last character in the string) represents the Call Type, local
pricing options available from the Local Exchange Carrier (LEC).
The Localizer file contains four possible Call Types:
1 = FLAT
-- free local call
2 = MESSAGE
-- one rate is charged for the entire duration of the call
3 = MIXED
-- a combination of at least two of the other 3 Call Types
(e.g., some calls may be flat and others measured)
4 = MEASURED
-- the charge is based on the duration of the call (e.g., 10
cents per minute)
Q. Why are there two
or more records for a single originating NPA/NXX?
A. Following are two sample records from a Localizer file:

In this example, the
originating location, 228/208, can call locally to 228/349 under two
different Call Types as identified in byte 23. The Call Types
represent the local pricing options available from the Local
Exchange Carrier (LEC). The Localizer file contains four possible
Call Types:
1 = FLAT --
free local call
2 = MESSAGE -- one rate is charged for the entire
duration of the call
3 = MIXED -- a combination of at least two of the other
3 Call Types (e.g., some calls may be flat and others measured)
4 = MEASURED -- the charge is based on the duration of
the call (e.g., 10 cents per minute)
In this example, the
first record contains a Call Type 1, Flat. Under this Calling Plan
the call would be a free call. The second record contains Call Type
4, Measured. This Calling Plan carries a charge based on the
duration of the call. Thus the LEC offers two different Calling
Plans for this call relationship, and each plan (or Call Type) has a
different price for the same phone call. Localizer provides the
data for both Call Types in this example.
